APER: start with the applicable rules

Article 40 concerns outdoor car parks over 1,500 m². Outside concessions or public-service delegations, the general deadlines are 1 July 2026 for at least 10,000 m² and 1 July 2028 for over 1,500 and under 10,000 m². Exemptions and conditional extensions require site-specific review.

The framework includes mixed solutions with vegetation and certain equivalent-generation alternatives. Our assessment combines compliance, circulation, consumption and grid connection.
